He is a Full Professor at Cinvestav, Unidad Tamaulipas, Mexico. In addition, he has taught undergraduate and graduate courses at various institutions: Tecnológico de Monterrey (national groups and at the Guadalajara and Monterrey campuses), UAEM, UPEMOR. He is a member of the National System of Researchers (SNI Nivel II) and the Mexican Academy of Computing (AMEXCOMP).

He received a PhD in Computer Science from University of Angers (France) in 2007. His research focuses on the design and implementation of effective exact and heuristic algorithms for solving large-scale combinatorial optimization problems in various application areas. His work includes more than 65 peer-reviewed publications in recognized indexed journals, book chapters, and international conference proceedings. According to Google Scholar, the total number of citations to his publications is 1029, and his H-index is of 17. Dr. Rodriguez-Tello has been the technical leader of 2 basic science projects and has collaborated in multiple national and international research projects. He has served as an invited member of more than 95 program committees of 20 international conferences and regularly as a reviewer for some 20 well-reputed journals in his research domain. He has been invited as external reviewer of 5 international PhD thesis (France, Spain and Chile) and 7 grant proposals submitted to research agencies abroad (France, Canada, Chile and Argentina). Throughout his career, he has supervised 4 PhD theses (2 in process), 10 MSc theses (including one in Chile) and 3 BSc. He has been a visiting professor at the Pontificia Universidad Católica de Valparaíso Chile (2012, 2013, 2024) and the University of Angers, France (2015, 2016-2017, 2019, 2024-2025).

He currently has a series of scientific collaborations underway with various national (UACH, Cinvestav Guadalajara) and international institutions (King Juan Carlos University, Spain; Pontificia Universidad Católica de Valparaíso, Chile; University of Angers and University of Nantes, France; Hohai University, China).
